ECONOMYNEXT – Sri Lanka’s has to boost economic diplomacy to bring the benefits of international economic links to the people, newly appointed Deputy Foreign Minister Harsha de Silva said.
He said the new administration has already made major strides in improving foreign policy, but that economic diplomacy was a key aspect of modern foreign policy.
"Now the time has come to use our foreign policy for economic gains," de Silva told reporters in Colombo in Sinhalese.
"Traditionally foreign policy was used to maintain peace, but now we have to talk about using it to bring prosperity to the people."
De Silva said economic diplomacy could be used in four ways: expand exports, bring in investments, boost growth and take Sri Lankan firms abroad.
"Our international economic links are too weak," de Silva said. "Our country is a small country which can gain large benefits from international trade, but we are not making sufficient use of it."
Sri Lanka’s exports have fallen to about 15 percent of GDP from 35 percent over a decade, he said.
De Silva said many people expected him to take on a portfolio directly related to the economy since his expertise was in that area, but economic diplomacy was very important.
There has been concern that de Silva’s skills were not being fully utilized by the new administration with a severe backlash on social media by voters who were shocked at the size and shape of new ministers and deputy ministers.
Seasoned political analysts said current Prime Minister Ranil Wickremesinghe’s first appointment in the JR Jayewardene cabinet was also as Deputy Minister of Foreign Affairs and the experience would benefit de Silva.
"I think this is a valuable opportunity for me," de Silva also told reporters in Colombo.
Analysts say De Silva is one of the few politicians in South Asia who has a deep knowledge of monetary policy in particular and perhaps the only one who openly bats for the economic freedoms of the poor over that of rent seeking businesses.
