President’s manifesto included in national policy framework
The Cabinet of Ministers has approved a proposal to include President Gotabaya Rajapaksa’s manifesto “Vistas of Prosperity and Splendour” to the National Policy Framework of the Government.
Speaking at the Cabinet Briefing held this morning (5 Dec), the Co-Cabinet Spokesman Minister Bandula Gunawardena said that the policy framework includes a 10 point action plan to be executed during the tenure of President Rajapaksa.
The main objectives of the policy include maintaining the average economic growth rate above 6.5 per cent, maintaining inflation rate below 5 per cent, maintaining the maximum budget deficit below 5 per cent, unemployment rates below 4 per cent and maintain the individual income above USD 2500.
Gunewardene also said that the Cabinet has approved the proposal made by the Education Minister Dallas Alahapperuma to upgrade National Colleges of Education to University status with the intention of creating trained teachers who are graduates.
He also added that the decision was also taken in accordance with one of the objectives in the policy framework which is to develop the human resources of the country and to make quality, quantity and structural changes in education.
Gunawardena said that since only the students who go to the university based on Z-scores get a degree while the students who get admitted to National Colleges will only get a three-year diploma.
This he said that has created anomalies in salary and the quality of education.
He also said that the education minister has introduced a four-year course with practical training.
A committee of the made up of officials from the Education Ministry, Higher Education Ministry and Educational specialists have been entrusted with making the conversion.
