Sri Lanka under international scrutiny after emergency rule to scuttle protests

ECONOMYNEXT – Sri Lanka has come under international scrutiny after President Gotabaya Rajapaksa declared emergency and imposed a 36-hour curfew to prevent island wide protest against an economic crisis triggered by money printed over two year to enforce low interest rates.

The European Union delegation in Colombo said they are concerned by the state of emergency.

“EU strongly urges Sri Lankan authorities to safeguard democratic rights of all citizens, including right to free assembly and dissent, which has to be peaceful,” EU delegations said in its official twitter.com feed.

The EU has been pressing the island nation to repeal a tough and decades-old anti-terrorism laws which the government has used to suppress the dissents and minorities.

The EU’s demand has led to some amendments in Sri Lanka’s Prevention of Terrorism Act (PTA) which was earlier used to detain anybody without access to legal counsel for months.

Repealing the PTA has been one of the conditions the EU has put forward to renew its annually over 500 million US dollar worth GSP plus trade concession.

The emergency on Friday, a curfew on Sunday until Monday and a ban on gatherings came ahead of a planned nation wide protests by social media activists.

On Thursday protest left scores injured after police used tear gas and water cannons to prevent the protesters entering Rajapaksa’s private house in Colombo suburb.

The police arrested 53 people over alleged act of damaging public properties. However, strong support from lawyers helped to see 47 people being granted bail on Friday.

Julie Chung, the United Stated Ambassador for Colombo stated that Sri Lankans have a right to protest peacefully which is essential for democratic expression.

“I am watching the situation closely, and hope the coming days bring restraint from all sides, as well as much needed economic stability and relief for those suffering,” she said after the Rajapaksa declared emergency late on Friday.

Rajapaksa before contesting the presidential poll in November 2019 was a US citizen while his family still holds US citizenship.

His brother and Finance Minister Basil Rajapaksa and his family are also US citizens which has caused some public anger on Rajapaksas.

People Disregard Curfew 

Despite the curfew and over 600 arrested for breaching curfew laws, people staged isolated protests in some area with some demanded for food as they had no cooking gas and no shops are opened due to curfew.

Some people put up black flags at their houses and street to express their displeasure to the government.

Emergency Brings People to Road 

Holger Seubert, German Ambassador to Sri Lanka said people demonstrating for their rights “are no emergency”.

“It’s the emergency that brings them to the streets,” he tweeted. 

Hanaa Singer-Hamdy, the Resident Coordinator for the United Nations said the global body is monitoring the developments and “concerned by reports of violence in Sri Lanka” while called for restraint from all groups.

The island nation is under strict scrutiny of the UN Human Rights Council already for its past human rights violations.

The UN rights chief has already started evidence gathering on the past rights abuses despite strong objection from President Rajapaksa’s government.

Sarah Hulton, the British High Commissioner to Colombo said she was concerned by reports of the use of force against journalists and protesters, and the Emergency Laws.

“A citizen’s right to protest peacefully is an essential part of democracy,” she said. (Colombo/April 3/2022)

    Challenges by UNHRC to Sri Lanka for the incidents at last stages of war in 2009 on the part of the Sri Lankan Government

    Could you please consider this seriously if not considered. We have serious problems. This must be one issue

    My back ground

    I am a lady professional, engineer 60 years old and having 27 years’ experience as a BSc Engineer. I am holding a Master of Science degree from University of Moratuwa. I had been in Government service and have been a Sinhala Buddhist. I always try to be disciplined with five percepts. I have a service record without any lapse of duty and my superiors always appraise me for my performance. I resigned as a Chief Engineer from National Water Supply and Drainage Board to help my son in his GCE Ordinary Level Examination in 2014 December. My husband had been a Medical Practitioner and passed away when my son was just 4 years old. I live in my own two stored house within 20 perch off Panadura town in front of my sister’s house. Who is a Chief Matron employed in a Teaching Hospital Colombo. I love my country and people unconditionally. I enjoy in helping people at no cost, sometimes may be my life is at risk in this set up. My mother K V Seelawathie was an excellent Buddhist devotee. My brother who is a PhD holder enjoy helping people and his PhD is related to Buddhism. My first Degree and MSc both I received from University of Moratuwa a renowned University in Sri Lanka. I have 20-year experience on Tenders and Contracts there by I have a sound analytical knowledge. In school too I had a high knowledge in Mathematics. In this context I intend to write my personal observations on the challenges made by UNHRC against Sri Lanka regarding the last stages of war ended in 2009 against the world’s brutal terrorist ending 30-year dreadful fear by all Sri Lankans. I have confidence that my appraisal would successfully workout. My patriotism made me write this without any benefit or recognition.

    UNHRC has been reiterating that Sri Lankan Government should be subjected to investigate into the unlawful incidents (war crimes) happened at the last stages of war in 2009. This war was the last resort to a severe conflict and agony of 30 years when any other solution did not work. Surely a war should have to be within a frame work of Law for just to prevail and devoid of inhuman activities and may be unnecessary torture.

    Agony of 30 years by all Sri Lankans

    During the 30 years before the end of war, we all Sri Lankans including all the communities were under dreadful fear of world’s brutal terrorists including suicide bombers. We experienced many severe tragedies consequently. Persons may be around groups of 30 were bombed and were on the spot died. Among those who lost to us included High ranks of Armed Forces including Major General Kobbekaduwa and Political leaders such as President R Premadasa, Gamini Dissanayake, Lalith Ethulathmudali. Then Executive President Chandika Bandaranayaka’s eye was diseased amidst thousands of presidential securities. “Sri Maha Bodhiya” the Sacred Bo tree that was protected for more than 2500 years and “Dalada Maligawa” where our Sacred Tooth Relic of Lord Buddha has beenn protected were attacked by blasting bombs. Under those shades of these Noble places, Buddhists chant “Karineeya Meththa Suthraya” where compassion was spread to the whole world including all the beasts in the same manner. That is the way of religious rituals. Lord Buddha teaches us to spread compassion so as only parent of a son spreads kindness to his/her son towards the all beasts and human. Shooting the devotees in that tranquil mentality who were devoid of arms, how grave those crimes be evaluated? Groups of priests and places of importance of economy were severely attacked. Buddhist Priests are a community dedicated to protect our Buddha Dhamma those who are having a hard life. When parents go outside in that period, they were used to go by two vehicles so that even one would remain without destroyed by a bomb to protect their children. Tamil children who were under age were taken by these terrorists. For all 30 years all Sri Lankans not only Sinhala Buddhists, but Tamils. Muslims and Christians were in dreadful fear. We as Sri Lankan Buddhists always place the motherhood in respectful dignity. Our then Army Commander was attacked by a suicide bomber covering under the guise of motherhood taking advantage of our courtesy. Even least developing projects in North and East during that 30-year time.

    Last stages

    The last stage of war was the ending of 30 years devastation by the most severe terrorist group. Being a small country, we have less resources to confront a serious situation compared to all powerful developed countries which were blessed with full of resources. Throughout the 30 years people were under dreadful fear of suicidal bombers. I saw that terrorist leader’s residence just after war and determined they were seriously brutal. At the last stage of war terrorists were restricted to a small plot of land with shrubs and forestry having only limited access. Terrorists were keeping innocent Tamil people, civilians as a shield. Any responsibility of attack to those Tamil civilians should be taken by the Terrorists. Being a furious terrorist group prepared to die at any moment they were very difficult to be caught alive. The Terrorist Leader was depicting retaliating statements at his residence. Sri Lankan Armed Forces are a humanitarian group. Sri Lanka has been reluctant to enforce Capital Punishment for even serious offences. It was the last opportunity with us to end up the 30-year dreadful fear from world’s brutal terrorists including suicidal bombers. There was a risk that Terrorist leader may go away escaping through sea. Performance at a time such as last stages of war should me aimed at ending war under many several restrictions. It is only a trivial part of the process baring high weightage on Armed Forces performance at wining. Isolated incidents by one party may not be dealt since it is unjust considering the whole 30 years Law is adopted in case-by-case basis. But in a process like this justice should prevail for all 30 years for both parties if investigating is essential. The information against Sri Lanka may fall the country in to many practical difficulties by degrading images of dignified authorities. Since Sri Lanka to end the war under above circumstances our forces had to put more weightage for ending. I do not say that they were unlawful.

    After ending war

    We, Democratic Socialist Republic of Sri Lanka won the war successfully defeating the most severe group of terrorists and gained recognition of the world in 2009. Soon after we had to face the challenges by International and now it is almost 12 years, we have had serious repercussions due to instability and sort of devoid. My country suffered last 12 years due to these allegations. That itself is a severe punishment. Because you may consider mind shutters though repercussions may not likely. I mean you have to consider even strong mentalities become vague may be though without reason. Sri Lanka which is a sovereign country and it is us, who have to make stable. We called our war as Humanitarian battle. Really our Armed forces are a set of balance personalities. Armed forces are strong as well as humanitarian. They are performing a great service by helping the Government to quarantine persons suspected to have Covid virus in their body during this period. It is our Armed Forces who could take over such a challenge.

    My solution as an Appeal

    If this process by UNHRC is surely considered to improve the humanitarian situation of Sri Lanka, I cannot imagine how person/ personalities could be punished after 12 years those who shed their blood on this soil and some may have dedicated their lives and others have become diseased?? There are few armed officials having both arms and legs amputated, I am confident the proposal by UNHRC would never help improve the humanitarian situation of my country. But it would further separate people and shuttle the whole country. Do not you feel we all were punished for these 12 years being in an unstable mind. Yet it would make further division of the country. The lowering morale of people would be violent to my country.

    I kindly urge the UNHRC, if it is essential to investigate the humanitarian situation of my country regarding the war which was there 12 years back, please do not take up few incidents occurred within last few months of war. Instead, please consider the whole process of the dreadful period of 30 years up to the end of war at 2009 May. Please consider the whole 30 years as one process and so-called crimes done by both parties the Official Government of the Socialist Republic of Sri Lanka and the respective Terrorist group. I consider it is practically impossible. Therefore please leave this 12 year fear towards us.

    I hope you would take my solution seriously with compassionate mindset.

    I am looking forward that UNHRC would relieve Sri Lanka from War Crime burden this session itself.

Sri Lanka bank bad loan expansion slows in June quarter

ECONOMYNEXT – Bad loans at Sri Lanka’s banks, measured as ‘Stage 03’ loans to total loans and advances expanded by 0.5 percent to 13.7 percent in the second quarter of 2023, central bank data shows, which is a slower pace than the previous three quarters.

Bad loans went up 1.9 percent in the September 2022 quarter, and 1.0 percent in the December quarter and 1.3 percent in the March quarter, as debt moratoria also ran out.

In Sri Lanka and other countries, large spikes in bad loans are usually ‘hangover’ of macro-economic policy deployed target growth.

Amid a stabilization effort, credit can also contract, making the bad loans bigger.

Sri Lanka’s bad loans usually spike after period of credit growth re-financed by printed money (reverse repo injections made to artificially target a call money rate), and not real deposits, which then trigger balance of payment deficits which require steep spikes in rates to restore monetary stability.

Sri Lanka economic bureaucrats cut rates with the printed money in the belief that there is a growth shortcut by cutting rates to target real GDP, which has led to external crises since a central bank was set up in 1950.

However, policy worsened after 2015 when the International Monetary Fund taught the country to calculate potential out and dangled the number in front of a central bank which had taken the country to the agency multiple times after running down reserves.

In December 2019, inflationists also cut taxes on top of rate cuts, deploying the most extreme Cambridge-Saltwater macro-economic policy ‘barber boom’ style with predictable results.

When rates are hiked to restore monetary stability, bad loans rise and a currency collapse destroys purchasing power of the consumers and sales of firms which had taken loans.

When central banks cut rates with liquidity injections bad loans also go up in floating rate regimes (the housing bubble), but balance of payments are crises are absent. (Colombo/Sept29/2023)

Sri Lanka expects restructuring decisions from all creditors: Minister

ECONOMYNEXT – Sri Lanka is engaging positively with all foreign creditors State Minister for Finance Shehan Semasinghe said this week as an International Monetary Fund review hangs in the balance on restructuring.

“All creditors are engaging positively with us,” Minister Semasinghe said. “We expect decisions from all our creditors. For us earlier the better.”

Sri Lanka is negotiating with Paris Club creditors and several non-Paris Club creditors like India and Saudi Arabia together and China separately. China is an observer in the Paris Club meeting.

The Paris Club held a meeting on Sri Lanka on September 22 with China as an observer.

Though Paris Club creditors have a well-oiled mechanism to give a quick decision on countries that default, the entry of China which had earlier not been willing to restructure debt, but was willing to give fresh loans to repay instalments, have complicated matters.

“Let me say again that we support Chinese financial institutions in actively working out the debt treatment with Sri Lanka,” China’s Foreign Ministry spokesman Wang Wenbin told reporters on September 26.

“We are ready to work with relevant countries and international financial institutions to jointly play a positive role in helping Sri Lanka navigate the situation, ease its debt burden and achieve sustainable development.”

There are expectations that Sri Lanka may be able to wrap up a preliminary deal with official creditors as early as October 2023 around the time IMF’s annual sessions take place in Morocco.

Sri Lanka President Ranil Wickremesinghe is to make an official visit to China October.

Sri Lanka is expected to finalize a refinery deal in Hambantota among other investments during the visit, according to reports.

Completing Sri Lanka’s external debt restricting is key to completing the first review of the island’s reform and stabilization program with the International Monetary Fund, which is expected in October or November.

Without completing a review Sri Lanka will not have formal IMF economic targets for December, and no disbursement of the second tranche.

World Bank and IMF with the G20 group, which include India and China has formed Global Sovereign Debt Roundtable has been trying to fine tune debt restructuring going beyond the Paris Club.

IMF’s Senior Mission Chief for Sri Lanka Peter Breuer said Sri Lanka’s debt is ‘spread around quite a bit’ to a question whether an IMF review could progress without China, possibly indicating that the lender would prefer to have the country on board.

“This is a process that we have that applies in the case of Sri Lanka to both official creditors, meaning other countries that have lent to Sri Lanka on a bilateral basis as well as commercial creditors, for example, bond holders,” Breuer told reporters in Colombo.

“And as you know, the government is in discussions with all of these groups. In Sri Lanka’s case, the debt is spread around quite a bit externally and domestically.”

Out of Sri Lanka’s 36.59 billion US dollars of central government debt, multilaterals held 29.8 percent or 10.9 billion US dollars which will not be restructured.

Bilaterals held another 29.9 percent of which Paris Club was 12.1 percent and China 12.7 percent.

Of the commercial debt which was 40.3 percent, China Development Bank held another 6 percent, relating to a monetary instability loan it has given as a bailout without asking for rate hikes to stop output gap targeting.

China without AIIB held 6,850 million US dollars or 18.7 percent of central government external debt. (Colombo/Sept29/2023)

Sri Lanka can build strong tourism ‘eco-brand’: UN official

ECONOMYNEXT – Sri Lanka can build an ‘eco-brand’ catering especially to younger tourists who feel strongly about the environment, United Nations Resident Representative to Sri Lanka, Azusa Kobota said.

About 70 percent of global travellers prioritise sustainability in their holiday choices, marking a ten percent increase from 2021, while around 30 percent of travellers feel guilty about flying, due to carbon emissions, she said.

“As the world embraces green thinking during this time of economic recovery efforts, the objective of the tourism sector cannot simply be about increasing the number of inbound tourists,” Kobota said at an event marking World Tourism Day in Colombo.

“It has to be about enhancing their experience through green lenses, by implementing a responsible, eco-conscious paradigm for the sector and building a stronger eco-brand around the sustainable agenda for Sri Lanka,”

“This is no longer about reducing the trade offs between growing the industry and protecting the environment.

“We must see nature as our asset and solutions to be obtained for the exponential growth for our future generations.”

The sustainable tourism market is estimated to have earned 195 billion US dollars in 2022, and is expected to reach about 656 billion US dollars in 2032, she said.

“Tourists, particularly the younger generations from gen X,Y,Z are deeply, deeply conscious about the long term choices of their actions, and the adverse impact of tourists on the environment.
