ECONOMYNEXT — Sri Lanka’s cabinet has approved entering into a revised agreement worth 25.58 billion rupees with Maga Engineering (Pvt) Ltd to complete the remaining construction work on the Sethsiripaya Phase III office complex.
The Urban Development Authority (UDA) initially launched the project to meet growing demand for administrative office space across government and semi-government sectors, with an initial estimated capital cost of 16.7 billion rupees.
Construction began in 2021 and advanced until three floors were completed before economic disruptions forced a halt.
“The project was temporarily suspended with the agreement of both parties due to the difficulties faced due to the economic instability in the country, shortage of raw materials, import restrictions and increase in prices in the construction sector,” the cabinet note said.
The total estimated cost of the project has now risen to 38.48 billion rupees, which includes past expenditures, remaining construction works, additional project expenses, and applicable taxes.
To complete the building, the government has adopted a joint financing development model. Under this framework, participating state institutions will provide financial contributions in proportion to the office space allocated to them.
The identified occupants include the Ministry of Power, the Department of Inland Revenue, the State Pharmaceuticals Corporation, and the UDA.
Maga Engineering, the original contractor, submitted a revised proposal to finish the remaining construction without changing the initial scope. Following an evaluation by the Variation Review Committee, the contractor agreed to complete the pending works for 22.76 billion rupees.
The Cabinet of Ministers subsequently approved the proposal submitted by the Minister of Transport, Highways and Urban Development to enter into the revised 25.58 billion rupee contract, which accounts for completed work and pending payments, while excluding contingent funds, taxes, and daily labor.
